| Program Compliance
Understanding
and complying with rules and regulations is often complicated and difficult for
providers. Providers new to the field may be overwhelmed by the paperwork
requirements while even experienced providers may encounter difficulties due to
constantly changing guidelines. Our consultants offer a wealth of
knowledge and experience from which agencies can draw upon to ensure compliance
with regulatory standards and the development of quality services.
Consultation and guidance with: - QDDP
and Designated Coordinator (DC) Services – Agencies may not
have an individual who meets the educational or experience requirements
to qualify as their company's Designated Coordinator. In this case,
STAR can act as your agency's Designated Coordinator or provide
oversight and assistance to an inexperienced DC. We can assist or
complete the duties of a DC as stated in 245B; including but not
limited to, data analysis, outcome writing,
review of incident reports, and staff training. Each contract for
DC
Services is unique and the responsibilities of the customer and the
contracted DC are negotiated on a customer-by-customer basis.
- Program
Audits and Site Visits - STAR
staff will conduct a mock audit to help your agency recognize areas of
weakness in documentation, reporting, program design, and preparation for a licensing audit. We can
tailor the method in which each audit is conducted as well as the delivery
of findings to fit your company's specific needs. We will offer
recommendations for changes that can bring your program into compliance
and improve service delivery.
- Writing
Outcomes and Risk Management Plans - Employees often find themselves
confused in how to meet the rule requirements. We can offer specific
terminology as well as creative action plans when developing these
documents as well as review current Risk
Management Plans for potential issues.
- Rule
40 Compliance – We
can provide training and clarification for employees regarding exempted
and prohibited procedures. In addition, STAR
consultants are able to review and/ or develop Behavior Support Plans
with Controlled Procedures and assist in reporting and monitoring of the
plans during their implementation.
- Psychotropic
Medication Monitoring – Psychotropic medication
monitoring can be one of the most complicated and cumbersome components of
compliance for providers. Consultants are able to both conduct mock audits
of psychotropic medication information in a person’s file, or complete Informed Consent, MOSES/DISCUS, and psychotropic medication
reviews to assist providers in maintaining compliance with Psychotropic
Medication Use Checklist requirements.
- Behavior
Support Plans – Effective and positive Behavior
Support Plans require extensive knowledge of behavioral principles and
effective techniques employed to help people reduce negative behaviors and
increase adaptive skills. STAR
consultants can provide suggested techniques and write thorough and
comprehensive behavior plans that will improve the quality of life for
both employees and persons served.

through and recommendation prior to or after county foster care licensing
reviews. We have knowledge of a variety of county-specific regulations.

- Program
Policies and Procedures – STAR sells customized, complete policy and procedure manuals as well as individual policies. In addition, we can give assistance
in revising policies, ensuring required notification of policy changes
occurs, and review current policies and procedures for compliance with
current rules and regulations. 245B required policies can be purchased as
well as comprehensive policy and procedure sets for DT&H, small and
large providers.
- Program
and Health Forms – STAR forms were developed to assist
providers in maintaining quality documentation that is compliant with
current rules and regulations. Compliant forms help ensure
smooth, effective provision of services without the anxiety of worrying if
the documentation is complete. Program and Health forms can be purchased
in packages or per form.
- Customer
Satisfaction Surveys - 245B requires providers to conduct Customer Satisfaction Survey. We offer a template or a customized survey tool to ensure you solicit and receive quality feedback on service delivery.
